All funds must be used responsibly, efficiently and exclusively for their intended humanitarian, development and social purposes, in full compliance with national and international regulations.
Sound financial management is a core pillar of the mission of Caritas Somalia and a fundamental responsibility towards beneficiaries, donors, partners and communities.
The purpose of the financial governance and internal control framework of Caritas Somalia is to:
- Prevent and combat corruption, fraud, mismanagement, money laundering and the financing of terrorism
- Ensure transparent, accountable and responsible use of financial resources
- Prevent and effectively manage conflicts of interest
- Safeguard the reputation, credibility and institutional integrity of Caritas Somalia
- Ensure full compliance with legal requirements and donor standards
Caritas Somalia adopts a zero-tolerance approach to corruption, fraud, money laundering, terrorist financing and financial misconduct.
Scope
These financial policies apply mandatorily to:
- All Caritas Somalia staff
- Volunteers, interns, consultants and collaborators
- Members of governance bodies
- Partners, suppliers, contractors and service providers
Compliance with these policies is mandatory and constitutes a fundamental condition for working with Caritas Somalia.
Any violation may result in disciplinary measures, contract termination and, where applicable, legal action.
In the event of a suspected breach of the Anti-Corruption, Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) or Conflict of Interest policies, the report must be made without delay to complaintsandfeedbackscs@gmail.com, using the subject line “POLICY BREACH”.

This policy establishes principles, rules and procedures to:
- Prevent and combat corruption, fraud and financial misconduct
- Prevent, detect and report money laundering activities
- Prevent any risk of direct or indirect terrorist financing
- Ensure robust internal controls, due diligence processes, fund traceability and reporting mechanisms
It clearly defines staff and partner responsibilities and sets out systems for prevention, monitoring, reporting and response.
Conflict of Interest Policy
This policy defines principles and rules to prevent, identify and manage actual, potential or perceived conflicts of interest, ensuring:
- Impartiality
- Transparency
- Integrity in decision-making
- Professional accountability
All individuals acting on behalf of Caritas Somalia must disclose any situation that could compromise, or appear to compromise, their independence and objectivity.
