Rules of Cooperation for Partnership
The Rules of Cooperation for partnership define the principles, criteria and mandatory requirements governing collaboration with local associations, local NGOs, institutions and external partners outside the Caritas network involved in project implementation with Caritas Somalia.
Acceptance of these Rules is a prerequisite for any partnership.

Associations and NGOs wishing to submit a project proposal to Caritas Somalia are required to formally accept the Rules of Cooperation and to use this official template when presenting their project.
CI Partnership Principles and Modus Operandi – Memorandum of Understanding (MoU) Guide and Template (Interim)
This document provides a clear operational framework to guide Caritas Member Organisations in building, managing and strengthening partnerships within the Caritas Confederation, as well as in collaboration with other Catholic and non-Catholic organisations.
It outlines requirements and procedures for different types of partnership relationships, including programmes, financial accountability, organisational development and capacity strengthening, advocacy, and conflict resolution.
The Modus Operandi is designed for use in both long-term partnerships and emergency or rapid response situations.

Caritas Somalia Memorandum of Understanding (MoU) – Template
The Caritas Somalia MoU Template must be signed by Caritas Member Organisations and other eligible organisations wishing to operate in Somalia with or through Caritas Somalia.
Compliance with the Rules of Cooperation for Partnerships, use of the Project Proposal Template, adherence to the CI Partnership Principles and Modus Operandi (Interim), and signature of the Caritas Somalia MoU are mandatory requirements for establishing, maintaining and continuing any partnership with Caritas Somalia.
This commitment is formalised in the Caritas Somalia GEDSI Policy (2026), which provides the framework for ensuring inclusive, equitable, and rights-based programming and organisational practices.
